A centerpiece of this program is a detailed presentation from Healthcare Provider Solutions CEO Melinda Gaboury, COS-C, who will walk attendees through the 2026 Medicare Home Health Prospective Payment System (PPS) Final Rule. She will break down all major payment updates, Patient-Driven Groupings Model (PDGM) changes, Home Health Quality Reporting Program (HH QRP) revisions, and Home Health Value-Based Purchasing (HHVBP) updates to ensure providers understand the full scope of what’s changing in 2026.

Meet the Speakers
Melinda A. Gaboury, COS-C, with more than 33 years in home care, has over 23 years of executive speaking and educating experience, including extensive day to day interaction with home care and hospice professionals. She routinely conducts Home Care and Hospice Reimbursement Workshops and speaks at state association meetings throughout the country. Melinda has profound experience in Medicare PDGM training, billing, collections, case-mix calculations, chart reviews and due diligence. UPIC, RA, ADR & TPE appeals with all Medicare MACs have become the forefront of Melinda’s current impact on the industry. She is currently serving as Chair of the The Alliance/HHFMA Advisory Board and Work Group and is serving on the board of the Home Care Association of Florida and the Tennessee Association for Home Care. Melinda is also the author of the Home Health OASIS Guide to OASIS-E1 and Home Health Billing Answers, 2025.
Denise Bellville, RN, BS, is HCAF’s Executive Director. She has been an RN for 45 years, working in critical care, ER, and open heart surgical intensive care unit (SICU) and neonatal intensive care unit (NICU) before transitioning to the home care industry as an executive for 30 years. Her home care clinical experience ranges from pediatric/adult ventilator cases, infusion therapy, and in-home peripherally inserted central catheter (PICC) line placements. Her favorite aspect has always been teaching elderly patients information that helps them reach their potential and remain at home.
“I knew I wanted to be a nurse since I was five years old. The only thing I asked for that Christmas was a nurse’s bag, and once I found it on Christmas day, I told my parents to just have Santa take everything else back. My first introduction to home care was a pediatric ventilator case. The hospital asked if I could get her home, settled, and teach the family what they needed to know. Well, as you might suspect, I was there for two years. My love of nursing has allowed me the opportunity to enter a stranger’s home and leave as a friend. Even after all these years, those new friends still invite me to family affairs. It has been a career that has already lasted a lifetime.”
Kyle Simon is HCAF's Senior Director of Policy, Advocacy & Communications. His background encompasses nearly two decades of experience in health policy, advocacy, and politics. He has collaborated with federal and state policymakers on legislative and regulatory issues concerning Medicare, Medicaid, and prescription drugs. Moreover, he has provided support to members of Congress, managed a statewide political organization representing the President of the United States, and held leadership positions in various political campaigns. Additionally, he has served as an Adjunct Professor at Valencia College since 2012. Kyle holds a Master of Science degree in Applied American Politics and Policy, as well as a Bachelor of Science degree in Political Science from Florida State University.
