The 2025 Florida Legislative Session is just around the corner, beginning March 4. HCAF is actively preparing to advocate for policies that support the home care industry, including:

• Increasing Medicaid reimbursement rates for home health, personal care, and private duty nursing services.
• Streamlining and expanding the Excellence in Home Health Award Program.
• Modernizing regulations for contract nurses to improve access.
• Enhancing administrative flexibility for home health providers.

To amplify our efforts, we encourage you to attend an upcoming County Legislative Delegation meeting in your community. These meetings provide a unique opportunity to raise awareness of the challenges and priorities facing the home care industry directly with state legislators.

What Are County Legislative Delegations?

County Legislative Delegations are bipartisan groups of Florida Senate and House of Representatives members who represent each of the state’s 67 counties. They hold annual public meetings to hear from residents and organizations about local priorities, community needs, and state policy concerns. These meetings help shape legislative agendas for the upcoming session.

How You Can Participate

If your agency is located in or serves a county with an upcoming delegation meeting — or if you are a resident of the county — we strongly encourage you to attend. Follow these simple steps to make your voice heard:

1. Sign up to speak: Instructions for requesting a spot on the agenda are typically provided by the delegation.
2. Prepare your message: Use HCAF’s talking points to craft a concise 3-5-minute message.
3. Bring supporting materials: Download and bring fact sheets for each legislator.

Your voice is essential in advocating for policies that support Florida’s home care industry. Together, we can make a difference for our patients, providers, and the communities we serve.
