HCAF Launches Family Home Health Aide Toolkit and Members-Only Resource Hub

Medicaid Association News

The Home Care Association of Florida (HCAF) has launched its Family Home Health Aide (FHHA) Toolkit, a comprehensive resource designed to help Florida home health agencies prepare family caregivers to serve medically fragile children and manage the responsibilities of operating the program.

To support providers, HCAF has also introduced a members-only FHHA resources webpage, bringing together program information, regulatory references, implementation guidance, and educational resources.

For families, the FHHA program creates an opportunity for children to receive care at home from someone they know and trust. For providers, implementation requires coordination across clinical education, human resources, supervision, documentation, and agency operations.

These resources help agencies understand the requirements, prepare their teams, and support families throughout the process.

From Program Planning to Patient-Specific Care

The 12-part toolkit provides a foundation for agencies launching an FHHA program or strengthening an existing one. It combines regulatory references and agency policies with instructional materials, assessment resources, and documentation tools that support the progression from candidate screening to training, competency validation, and assignment.

Resources include:

  • Regulatory guidance and agency policies addressing eligibility, employment, training, registered nurse (RN) delegation, supervision, medication administration, and adverse incident reporting.
  • 20 operational tools, including implementation checklists, referral screens, assessment forms, delegation authorizations, shift records, handoff forms, supervisory visit records, and compliance audits.
  • Human resources materials supporting recruitment, screening, orientation, personnel documentation, scheduling, and ongoing performance review.
  • Training and competency resources for the 40-hour foundational education, 20-hour pediatric skills education, and 16-hour clinical training and validation pathway.
  • Ongoing oversight tools, including supervision and revalidation trackers, compliance calendars, and agency adoption checklists.

Practical Support for Educators and Supervising Nurses

The nearly 400-page toolkit’s educational resources include a 40-hour instructor guide, student manual, presentation and facilitation guide, quizzes, a final examination, answer keys, and remediation materials.

For the pediatric education and clinical validation components, the toolkit helps qualified nurses organize instruction around the individual child’s needs. Curriculum mapping tools, skills checklists, attendance logs, clinical records, and RN attestations support a documented progression from learning and practice to patient-specific competency validation.

The materials also address role boundaries, delegation decisions, emergency response, and circumstances requiring reassessment — helping agencies connect classroom preparation with the responsibilities of care in the home.

A New Members-Only Hub for Program Guidance

HCAF’s new Family Home Health Aide Program Resources webpage gives members a central place to find:

  • Program information and key provider requirements, including eligibility, training, clinical oversight, and service coordination.
  • Legislative and regulatory references, with links to relevant legislation, Florida statutes, administrative rules, and federal approval documents.
  • Family income and Medicaid eligibility guidance, including information about the exclusion of qualifying caregiver earnings.
  • Official agency guidance and frequently asked questions, along with information about the toolkit.

The page will continue to grow with additional implementation resources, recorded briefings, and training opportunities as they become available.

Members can access the webpage here. The toolkit is available for separate purchase at the discounted member price below.

One Resource for the Teams Behind the Care

Successful implementation depends on coordination among administrators, directors of nursing, educators, human resources staff, and compliance and operations teams. The Family Home Health Aide Toolkit gives those teams a shared framework for assigning responsibilities, tracking readiness, and maintaining records.

Agencies can use the materials to organize their launch process, review existing procedures, and identify gaps before a caregiver begins an assignment. Providers should review and adapt the toolkit to their agency’s practices, applicable requirements, and each child’s plan of care. Purchasing the toolkit does not itself complete required training, competency validation, or program approval.
