HCAF has launched its updated annual County Legislative Delegation Meeting Toolkit to help home care providers engage lawmakers before the 2027 Florida Legislative Session begins on March 2.

County legislative delegation meetings are public forums where state senators and representatives hear directly from residents, providers, local governments, and community organizations. These meetings help shape legislative and budget priorities well before lawmakers return to Tallahassee.

The toolkit brings together upcoming meeting dates, locations, speaker registration requirements, legislative deadlines, advocacy guidance, and resources to help providers prepare effective remarks. HCAF will update the page as counties announce additional meetings and add a directory of county legislative delegations following the November general election.

Providers are encouraged to use these meetings to explain how three major challenges affect access to care in their communities:

• Medicaid reimbursement that has not kept pace with the cost of delivering care
• Managed care requirements and delays that disrupt authorized services
• A workforce shortage that leaves providers unable to accept referrals or fill needed shifts

The toolkit also features HCAF’s updated issue brief, Florida Home Care at a Crossroads, which presents the case for action through concise data, provider challenges, and three clear policy priorities for 2027. Providers can use the brief as a leave-behind after speaking with legislators and staff.

Take the Message to Candidates, Too

County delegation meetings are not the only opportunity to advocate. The 2026 election season offers providers an important chance to engage candidates before they take office.

If you attend a candidate forum, town hall, rally, meet-and-greet, or other campaign event, bring a printed copy of the issue brief. Introduce yourself, explain whom your organization serves, share one local example of the challenges facing patients and providers, and ask the candidate to support solutions that protect access to care at home.

The goal is to make home care a campaign and governing priority — not wait until the Legislative Session begins to introduce candidates and lawmakers to these issues.

A brief, respectful conversation can make a lasting impression. Even when there is little time to speak, handing a candidate or staff member the issue brief gives them clear information they can review later.
