AHCA Hosting Community Meetings on New ICMC Program Launch

The Agency for Health Care Administration (AHCA) is preparing for the statewide launch of the Intellectual and Developmental Disabilities Comprehensive Managed Care (ICMC) Program on October 1, 2025. To support a smooth transition, AHCA has begun hosting community meetings to explain how the program will work and to engage directly with providers, families, and advocates. These sessions include presentations on enrollment, covered services, and case management, as well as open houses where attendees can meet program experts and gather resources.

The ICMC model was first piloted in 2023 in Medicaid Regions D and I. In 2025, the Florida Legislature approved an expansion, directing AHCA to implement the program statewide beginning in October 2025. The program is designed to provide a coordinated, person-centered system of care for individuals with intellectual and developmental disabilities (I/DD). It combines all regular Medicaid health care services with a robust package of home- and community-based supports (HCBS), creating a single, streamlined source for participants to access the care they need.

Providers of HCBS who serve Medicaid enrollees under Florida’s waiver programs and are enrolled as Provider Type (PT) 67 are eligible to participate. Services will be delivered through Florida Community Care (FCC), a Medicaid health plan that will oversee the statewide provider network. Each enrollee will be assigned a dedicated case manager to coordinate services, identify needs, and ensure appropriate supports are in place.
