AHCA to Host Webinar on New All-Payer OASIS Reporting Requirement
The Agency for Health Care Administration (AHCA) is hosting a free informational webinar to help home health agencies prepare for a major new federal requirement: mandatory Outcome and Assessment Information Set (OASIS) data submission for all patients, regardless of payer source, beginning July 1, 2025.

Background
Under the Calendar Year 2023 Home Health Prospective Payment System final rule, the Centers for Medicare & Medicaid Services (CMS) will require Medicare-certified home health agencies to submit OASIS data for all patients, not just those covered by Medicare or Medicaid.
- Voluntary reporting is permitted from January 1 through June 30, 2025.
- Mandatory reporting begins July 1, 2025.
CMS has issued recent clarifications to help agencies determine which patients are subject to this requirement:
- OASIS submission is required if a Medicare-certified home health agency — or a Medicaid home health provider operating under Medicare’s Conditions of Participation (CoPs) — provides skilled services for more than one visit in the quality episode, regardless of payer source.
- This includes patients who are privately insured, self-pay, uninsured, or funded through community waiver or charitable programs.
However, OASIS is not required for:
- Patients under age 18
- Patients receiving only maternity services
- Patients receiving only personal care, housekeeping, or chore services
- Patients receiving services through loaned employee arrangements (e.g., home health agency staff contracted by a pharmacy)
In short, any patient receiving skilled services as defined in Chapter 7 of the Medicare Benefit Policy Manual is subject to OASIS data collection — even if they are not covered by Medicare or Medicaid.
