The Centers for Medicare & Medicaid Services (CMS) has posted materials from the Medicare Home Health Prospective Payment System Calendar Year (CY) 2023 Behavior Change Recap, 60-Day Episode Construction Overview, and Payment Rate Development webinar that took place on March 29, 2023.

The following topics were discussed during the webinar, which hundreds of industry stakeholders and providers attended.

• Description of actual behavior changes that occurred between CY 2018 and CY 2021
• The approach used to construct simulated 60-day episodes using 30-day periods
• Overview of payment rate development for CY 2023
• Information on new data files containing information on the simulated 60-day episodes and actual 30-day periods used in calculating the permanent adjustment to the payment rate

Congress approved a government funding bill of $1.7 trillion at the end of 2023, which included a transparency provision requiring CMS to share the data used in developing Medicare payment rules for 2023 so providers could be informed about the methodology and rationale behind future payment adjustments. CMS has complied with the budget mandate through last month's webinar.
