The Centers for Medicare & Medicaid Services (CMS) has released the final version of the Outcome and Assessment Information Set (OASIS-E1) Manual and Change Table. This version replaces the May 3, 2024, draft manual and introduces important updates and clarifications, effective January 1, 2025.

The finalized manual and Change Table outline significant revisions, including new examples and expanded guidance to support providers. Key updates include:

• Expanded guidance on who OASIS data collection applies to, featuring specific examples for Medicaid providers.
• Clarifications on transitioning to all-payer OASIS data collection and submission, with scenarios derived from the 2025 Home Health Prospective Payment System final rule.
• New examples addressing the transition of pediatric patients to adult OASIS requirements, based on frequently asked questions and prior Q&A guidance.

The final OASIS-E1 Manual and Change Table can be accessed in the Downloads section of the CMS OASIS User Manuals webpage. Home health providers are strongly encouraged to review these materials to ensure compliance with updated OASIS requirements.
