CMS Releases Technical Expert Panel Report on the Expanded HHVBP Model

On December 29, 2023, the Centers for Medicare & Medicaid Services (CMS) released a report on the Expanded Home Health Value-Based Purchasing Model (HHVBP), summarizing input from the initial two Technical Expert Panel (TEP) meetings. The TEP is tasked with considering potential refinements to the model’s methodology, measures, and approach to health equity.

Launched in 2022, the expanded model encompasses Medicare-certified home health agencies nationwide and in U.S. territories. The model’s measure set currently relies on data reported through the Home Health Quality Reporting Program (HH QRP), Medicare claims, and Home Health Care Consumer Assessment of Healthcare Providers and Systems (HHCAHPS®) surveys. The TEP's first two meetings focused on traditionally underserved populations in home health, providing input through an equity lens to refine measure concepts and scoring methodology.

Comprising fourteen participants with diverse expertise, including home health clinicians, patient advocates, caregivers, methodologists, and researchers, the TEP provided recommendations in four key areas:

  1. Health Equity
  2. Performance Measures
  3. Measure Weights
  4. Performance Feedback Reports

CMS also released a revised HHVBP frequently asked questions (FAQs) document, incorporating new and updated FAQs in response to changes in the expanded model from the Calendar Year (CY) 2024 Home Health Prospective Payment System rule, effective in the CY 2025 performance year.
