CY 2023 HH PPS Proposed Rule and New Resources Now Available
The U.S. Department of Health and Human Services (HHS) Centers for Medicare & Medicaid Services (CMS) issued the June edition of the Expanded Home Health Value-Based Purchasing (HHVBP) Model frequently asked questions to assist home health agencies (HHAs) in understanding common terms used in the expanded HHVBP model and requirements under the Calendar Year (CY) 2022 Home Health Prospective Payment System (HH PPS) final rule. CY 2023 HH PPS Proposed Rule Public Comment Period Now Open
The CY 2023 HH PPS proposed rule is now available for viewing and download on the Federal Register. The public comment period is open until Tuesday, August 16, 2022, at 11:59 PM ET. Instructions on how to submit comments are available on the Federal Register.
Expanded HHVBP Model YouTube Playlist Launched
The HHVBP Technical Assistance team is pleased to announce the creation of an Expanded HHVBP Model YouTube playlist! This playlist includes podcasts, instructional videos, and on-demand recordings to help HHAs understand the expanded Model, as well as strategies for improving care delivery in home health. Subscribe to the CMS HHS YouTube channel to receive updates when new videos are posted. Links to videos included in the playlist are also available on the Expanded HHVBP Model webpage.
New Expanded HHVBP Model Resource
Do you have questions about the expanded HHVBP Model? If so, a brief instructional video, Making the Most of HHVBP Resources, is available to guide HHAs in the use of the two (2) cornerstone resources for the expanded Model – The FAQs and the HHVBP Model Guide. This video includes an overview of the contents of each resource, such as the table of contents, glossary, major sections, and appendices. Additionally, the video demonstrates how to use key search terms to answer specific questions regarding the expanded Model. This resource is now available on the Expanded HHVBP Model YouTube playlist and a link on the Expanded HHVBP Model webpage.
Expanded HHVBP Model Podcasts Now Available
Three (3) podcasts designed to support home health quality improvement efforts and care delivery are now available on the Expanded HHVBP Model YouTube playlist. Links to these podcasts are also accessible on the Expanded HHVBP Model webpage.

Coming Soon: Sample Reports – Interim Performance Report (IPR) and Annual Performance Report (APR)
For learning purposes only, CMS will publish two sample reports in July — one for the IPR and one for the APR. The sample reports are based on the same scoring methodologies and other policies presented in the CY 2022 HH PPS final rule.
The intent of these sample reports is to orient HHAs to the content and format of the performance feedback reports and help HHAs understand how CMS will assess HHA performance under the expanded HHVBP Model. These sample reports will not include actual HHA performance data. The sample reports will be made available to each competing HHA through iQIES. CMS will notify each competing HHA via email when the two reports are available.
In August, the HHVBP Technical Assistance team will host a live event designed to assist HHAs with understanding the format and content of the IPRs and APR using the sample reports as examples. Registration will be available soon.
