President Trump Proposes Major Cuts to HHS in FY2026 Budget
On May 2, 2025, President Donald J. Trump released his proposed fiscal year 2026 budget, which calls for a 26% reduction in funding for the U.S. Department of Health and Human Services (HHS). The proposal includes deep cuts across several key health agencies, including:
- $17.9 billion from the National Institutes of Health (NIH)
- $3.6 billion from the Centers for Disease Control and Prevention (CDC)
- $1.7 billion from the Health Resources and Services Administration (HRSA)
- $1 billion from the Substance Abuse and Mental Health Services Administration (SAMHSA)
- $674 million from the Centers for Medicare & Medicaid Services (CMS)
- $129 million from the Agency for Healthcare Research and Quality (AHRQ), which would be eliminated and folded into the HHS Office of Strategy
While presidential budgets are typically viewed as policy blueprints rather than binding legislation, they can shape the direction of congressional negotiations. Ultimately, Congress determines final funding levels and often diverges significantly from White House proposals.
