AHCA Hosting Multiple Rule Workshops and Town Hall This Week

Medicare Medicaid Private Care Government Affairs & Advocacy

The Agency for Health Care Administration (AHCA) is hosting three important meetings this week that will directly impact home health agency operations, workforce requirements, pediatric services, and future rural health funding opportunities. These sessions provide a key opportunity for providers to engage with AHCA and help shape regulatory implementation and program development.

Meetings Taking Place This Week

  • Tuesday, February 17 at 3:00 PM (Tallahassee & Remote): Rule workshop on proposed amendments implementing HB 1353, including significant updates to case management requirements, home health aide training documentation and competency validation, and annual in-service and CPR requirements. • Thursday, February 19 at 2:00 PM (Tallahassee & Remote): Rule workshop on proposed revisions to training, nurse supervision, and reporting requirements for home health aides serving medically fragile children. The proposal would restructure pediatric training standards, strengthen nurse oversight, and impose new adverse incident and annual reporting requirements. • Friday, February 20 at 11:00 AM (Crystal River):Rural Health Transformation Program (RHTP) Town Hall, providing an overview of federally funded rural health initiatives, upcoming funding opportunities, partnership development, and implementation priorities. Why This Matters

These proposals and programs carry significant operational, workforce, compliance, and funding implications for Florida home health providers. The rules under consideration will shape training standards, clinical oversight expectations, reporting obligations, and workforce flexibility, while the Rural Health Transformation Program represents a substantial federal investment that may create new funding and partnership opportunities for providers serving rural communities.

HCAF Encourages Provider Participation and Feedback

HCAF strongly encourages members to attend these meetings — either in person or remotely — to stay informed and ensure the provider perspective is represented. Equally important, providers are encouraged to share feedback, concerns, and operational considerations with HCAF.

HCAF will be submitting formal comments to AHCA and will incorporate member input to ensure that regulatory implementation is practical, clinically appropriate, and supportive of patient access to care.

Providers may submit feedback directly to Kyle Simon, Senior Director of Policy, Advocacy & Communications, at ksimon@homecarefla.org, and staff will compile and elevate member concerns and recommendations as part of the formal comment process.
