CMS Releases Draft Guidance Manual and Instruments for OASIS-E1 Version
On May 3, 2024, the Centers for Medicare & Medicaid Services (CMS) released the draft OASIS-E1 (Outcome and Assessment Information Set for version E1) Instruments, including the All Items and Time Point versions. OASIS-E1 is slated to take effect on January 1, 2025, marking a significant milestone in the ongoing evolution of the Home Health Quality Reporting Program (HH QRP).
The draft version introduces several notable updates, including guidance for the item O0350, concerning the patient's COVID-19 vaccination status. Significant changes include the removal of guidance related to M0110 (episode timing), M2200 (therapy need), and the GG0130 (self-care) and GG0170 (mobility) discharge goals. Additionally, Chapter 1 has been amended to include placeholders for language awaiting finalization with the 2025 Medicare home health final rule.
The draft OASIS-E1 Instrument also includes an updated Appendix D, outlining the changes from OASIS-E to OASIS-E1, providing stakeholders with a clear understanding of the revisions made.
Home health agencies and stakeholders can access the draft OASIS-E1 Instruments in ZIP file format through the CMS website. The release of the draft OASIS-E1 Instruments offers stakeholders an opportunity to review and provide feedback on the proposed changes. CMS encourages stakeholders to engage with the draft documents and submit comments as part of the public comment process, which ends on June 4, 2024.
