Fighting for Fairness: HCAF Takes Action on Medicaid EVV Challenges

Medicaid Government Affairs & Advocacy

Across Florida, home care providers are facing mounting frustrations with the state’s Electronic Visit Verification (EVV) systems — and we hear you loud and clear.

From technical glitches and billing delays to unresponsive vendors and poor system integration, these persistent issues are doing more than disrupting workflows — they’re jeopardizing timely care for the patients and families who rely on in-home services every day.

At HCAF, we understand the strain this has placed on your teams. That’s why we’re actively working to hold agencies and vendors accountable, amplify provider concerns, and push for real, immediate change.

Here’s how HCAF is responding:

  • Meeting with the Agency for Health Care Administration (AHCA) and Medicaid health plans to present documented concerns and demand swift, workable solutions to system and administrative failures.
  • Gathering real-time feedback from providers to ensure our advocacy is grounded in your on-the-ground experience.
  • Calling for a moratorium or delay in EVV enforcement penalties until the root causes of these system-wide issues are addressed.
  • Hosting a town hall with a Medicaid health plan to create space for open dialogue, provider questions, and shared problem-solving.
  • Pushing for transparency and accountability from HHAeXchange and the state agencies responsible for oversight.

Our mission is simple: EVV should support — not hinder — the delivery of home care. We remain committed to securing a system that works for providers, not against them.

Your voice is critical to this effort. If you have specific examples, documentation, or experiences you’d like us to elevate in our discussions with state officials, please contact Denise Bellville, RN, HCAF Executive Director, at dbellville@homecarefla.org.

We know how hard you’re working. Thank you for continuing to serve Florida’s most vulnerable patients with compassion and excellence. We’re in this fight together — and we won’t stop pushing for the fair, functional, and provider-friendly solutions you deserve.
